I am going to replace the off-road stock rims on my H3 for a set of the H3 chrome rims. Should I move the wheel sensors over to the new rims? Are they a mandatory item in the rim or optional?

If you don't move the sensors, your TPM will display in the DIC and you will hear beeps. If the system does not see the sensors, it thinks something is wrong.
I would recommend using them, they even help people like us out, who forget about our tire pressures from time-to-time.
The dealer cannot turn the system off, since it is required by Federal Law to be installed. (Feds can't come get you, so no problem there.)
If you do switch 'em from rim to rim, make sure the sensor goes in the same corner of the vehicle, to prevent having to relearn the sensors.

You can switch corners, and you will when rotating; however, it takes some time to learn the sensors to their new positions.

so lets say i get new tires and rims...
i have to dismount the stock tires from the stock rims, remove the sensor, then put it on the new tire rim combo?

Yes, or purchase new sensors and install them in the new tires, and then relearn them to the system. Other alternative is to have the system beep and display a TPM message.
