That path was in fact a road that goes up to an observation station that seems abandoned.
It is much steeper than the photo shows. Lots to do up there.

There's actually a trail at Tellico that has a guardrail between a couple of huge rocks. It seems the Heeps kept tumbling over the edge. http://www.elcova.com/infopop/emoticons/icon_eek.gif
