Should the bolt (connecting the lower pulley to the crankshaft I believe) rotate in a oval direction. The bolt or combination retaining washer seems to be out of place. More space on one side of the inner pulley than the other.
Would this cause a vibration from the front end and/or is this normal.

the best I can answer is this,..
your dealing with a stamped sheet metal pully put together by a machine, whitch intern finds the hole on its own...
I would gather its wobbling and your bothered by it?
I don't think its going to fall if its tight, and if its not then you should(tighten it)that is.
If Yetti is right and you are getting a wobble you must take it in... with a tow truck. The vibration could shake the engine to pieces. Let us know what happens.
