Power steering problem? Help!!!

Hey guys I am having a power steering problem. My fluid is at the correct level and I checked the hose and it is good so I am guessing I have a pump problem. Has anyone had any pump problems or had to get the pump replaced, and if so what did it cost? Does anyone have any trouble shooting ideas before I turn it over to the dealer and they charge me an arm and a leg to fix it...

When I turn left and right I get a whinning noise like I am out of power steering fluid and I can barly turn the wheel some times, and to the guy about the brakes now that I think of it when I slam on my brakes it does not stop like normal is that a seperate problem or some how connected to the same issue I was going to get my brake pasd checked as well...???
