H-1 A/C Problems

I have a 2000 H-1 with twin intercoolers, 4" exhaust and a programed engine. I additionally have an insulated top and recently added double electric fans on top of my newly engineered radiator and completely new A/C system. I live in Houston, Texas, so the ambient temp is high as well as the humidity. I still cannot get a comforable enterior temp. Any ideas?
