I just read over the Virginia state law regarding this concern, and as long as the lights are below the level of the bumper you are allowed to have them on along with any other lights.

In Nebraska you are allowed 4 forward facing lights.

I replaced the cheap DRL's with the 03 Lincoln Navigator fixture (adjustable downward) and used the bulbs from normal high beam lamps....don't remember the #'s...just check out past threads on DRL's you'll find all the info/pics, etc. I also used the 'jumper in the fuse box' idea. I am perfectly satisfied...great lighting and if I don't want them on in the daytime, I just switch them off with the headlight switch. Yes the running lights come on with the DRL's but if I need the DRL's, the running lights look cool on as well.
