We have a different kit to make that work, but it does not use those holes in the back.

You use a set of cargo buckles, DELTA hooks, and fuel or H2O Cans. These are military grade and will not leak or crack. The cargo buckles are sweet. you mount them onto the side of your rack. They do not add any height. I drove with two full H2O cans from Denver to Moab, a week worth of off roading, and drove back. Those cans didn't budge and took seconds to take on and off to refill.
I wouldn't want anything in those holes on the rack. The paint would be scratched up if not done properly. If you need something to fill those holes, I think something could be made.

I will be ordering the cargo buckle system very shortly. How do they attach to the rack?
This next question might take this thread on a detour but what ideas do you have to fill those holes?
