5 minute limit to edit ? check time zone my was europe? the icons are going on title not in message ?

Use the smilies at the right of the advanced editor, not the post icons at the bottom.

There should be an "advanced" button below the editor that allows you to switch the editor to full WISIWYG and it include Similies on the right. If there is no such button, you may need to go into your "User CP" (Control Panel?) options and enabled this editor.
