HELP!!!! AHHH!!!

How do i adjust my lights now that im leveled? im blinding everyone out and i dont wantto get a ticket. please someone know where or how i can do this? its getting dark earlier out now and when i leave for work a 5am its pitch black out. any and all help would be really appreciated
