No, that doesn't look like the Warn winch bumper. Don't know who's it is but DRTY could probably tell you. He's in MOAB though.

I don't know anything about them, sorry. I just recognized the setup from the picture you posted and remembered I had emailed a buddy a link to it before.

It's similar to this one, but it looks like they moved the control box.
