Need suggestion on wiring.

What is the best option to route wiring from the outside rear into the cabin of the H2? Another question: what type of drill should I use to make a few small holes to mount rear fog lights to the steel plate right under the rear bumper? I have tried several drill bits and no luck in making a hole after half hour of drilling. Is there a technique? Thank you.

Behind the right rear tail light I ran wires into the cabin, there is a hole in the bottom to get wires in from the outside and on the side of the tail light cavity there is a hole to get them in the cabin, hope this helps
