I found the solution to all my blackening problems at Caswell Plating.

For the Mirror pieces on the 06 and the license plate holder chrome piece on the tire carrier and the 102” whip, ball&spring for ham HF & CB:

Scotch brite pad
Followed by Caswell Dupli-color Adhesion Promoter (CP-199)
Followed by black Plasti Dip Spray on coating from Caswell (PDIP11203)

For the Wheels:

Scotch brite pad
Followed by Adhesion Promoter (CP-199)
Followed by Caswell black VHT Polyurethane wheel paint (SP-183)

For the skid plate, rustable underbody areas and the Radio related copper braid underbody bonding straps:

Caswell Dupli-color Undercoating black quick drying (UC 103)

For the Exhaust pipe:

Caswell VHT High Temperature Coating spray flat black (SP-102)

I used the Plasti Dip spray on the rear tag holder's chrome brow. Scuffed it up and painted it, no problem. The coating has held up through offroading and power washing and it matches the truck's black trim perfectly.

BTW, Caswell is selling Performix Plasti Dip, which you can buy at Home Depot or Lowes.
