The quote I got was msrp 31k... with the supplier discount 28,900. Does that sound about right or are they jerkin me off?

The supplier price is listed on the invoice of the vehicle, they won't be able to jerk you off. Well, they could, but then I'm not sure if we'd be talking about a car dealership...

31K is about right with auto trans here in the Hawkeye state..

The supplier price is listed on the invoice but the dealership gets additional discounts for buying in bulk. You are still getting the best deal possible.
