No, it's the roof rails themselves where you attach the roof racks, like the luggage racks and light rack.
I bought some roof racks on ebay, and the guy sent me the hold down rails, I down't know why he included them, so I just have them lying around.

Can you post a pic of exactly what they are...still not 100% about what you're trying to get rid of...if you still have them.
