Resizing the image will certainly reduce file size, but it also reduces the size of the physical picture with my kill off some of the sharpness of your photo. You might also try cropping photos in paint as well. Get rid of all the unimportant stuff.
The Ulead program linked above, does cost you some cash, but it will also allow you to compress the file size (through image degradtion that is controllable). We use the tool for every phote we post on the website we run. It keeps our modem users happy. Much nicer for them to download a 56KB file instead of a 2.8MB file of the same "exact" picture.
Also you can open your pictures in paint then go to the IMAGE menu, then to "Stretch/Skew" item and reduce the image equally in the two boxes to resize your photo.
