Go to a hardware store and buy two bolts, 4 washers, and two locking nuts. Than swing by Autozone and buy a license plaste light. They had the same five lights at two different stores. Sorry, I don't remember the name brand.
I also bought a cheapo license plaste frame. You will need some heat shrink tape and a couple of connectors. That's all the parts you need. You will have to drill through the bumper, and than bolt your plate on. There is pleanty of room to get your ratchet up behind the bumper also.
Ok, so now at this point you should have your plate bolted in line so you can see your plate without interference from the tire carrier.
Wires: I just cut the end off of the existing wires. And used that to attach to your new light you bought from Autozone. i used heat shrink tape and those connetors with silicone in them. Mount that to your tire carrier just above wher the plate is. make sure to leave enough wire so when you swing your tire carrier out, you will have enough slack.
Now, for the fun part. Get out your sawzall time!

once you remove your license plat holder, you will see this big hub sticking out. I just marked it up 3/4" from the rim. I than pulled my tire off and cut that thing off. WARNING: IF YOU CUT THE HUB YOU CANNOT GO BACK TO USING YOUR LICENSE PLATE HOLDER ANYMORE! I took touch up paint to the bare metal that was exposed from cutting. After touching up the bare metal and it dries, throw your tire back on and find someone with a spare center cap or you'll have to look at where you cut. I think it looks fine without one on there too, I just wanted it to match. If I went with aftermarket rims, it would have matched and not looked too bad.
One part I did not mention are thsose little tabs that hold the wire in place. Since i never planned on using them again, I took a grinder and cut those off as well and touch up the spots. You can only tell if you're looking for it!
One more thing to keep in mind: MY DISCLAIMER: I don't know if the is legal. I just made sure it was lit up for night drives and could be as visible as possilbe without hanging it too low or covering the break lights that are in the bumper.
