I'll go out on a further limb.

Absolute Best - HID's with a projector. The Sylvania XE7's mentioned are the best way to go.

Very good - HID Retrofit with European Code (E-Code) reflector upgrade. This ensures that you don't blind oncoming traffic with poor cutoff or no cutoff lamps.

Pretty good - Bulb Only upgrade or Bulb and E-Code reflector upgrade. This helps tons, but it also whets the appetite for you to do more upgrades later on. Bulb only upgrades are also most effective if you add higher wattage bulbs as well.

I would stay away from bulbs that have an extreme blue or purple tint. You waste more energy and potential light (that could go on the road) by the tint filtering out useful light. A very light hint of blue tint would get you a bulb that's relatively white with minimal energy absorption.
