I would suspect the answer would be yes.
The brush guard doesn't attach anywhere near the cut outs for the lamps and the vallance is a direct replacement for the stock one so why wouldn't it.

Good point - I'll do that.
It just states in the blurb, "SMA has designed a replacement valance
for use with the Heavy Duty Brushguard." I would not be using the SMA Heavy Duty Brushguard, so it made me wonder if it would work.
