The Snowy Plover is protected by federal mandate. The breeding season is critical, and requires a specific ecosystem to be maintained with no outside disturbance to prevent "egg abandonment" during the process. </div></BLOCKQUOTE>

I thought the problem was the lack of grasses to nest in and those areas of habitat have already been restricted.
