However, if you want to do that here is how:

You MUST use a 13mm NUT, not threads, but wrench size, on the inside of the rack so it will fit snuggly in the underside grooves of the rack and not spin while tightening the bolt from above. You would need two of these to hold the jack in place.

Here's a pic of my CB antenna mount and you'll get a better understanding why this method is not a wise choice. Then you remove the bolt, the nut will fall, you'll have to pull the rack caps and.... PITA

Now if you used a bolt from the underside, you'd still need to find a way to hold it in place.

I've got it! Use a bolt with a wrench size of 13mm and 2" in length and run it UP through the rail and secure it with a nut and lock washer. Put your jack on top running the bolts through the holes and use a couple of wing nuts to hold it down.

Damn, that took me some time to get to, huh?
