Anything you plan on putting on the road with a plate...even off-road vehicles will be registered at the time of purchase. I moved out 15 years ago, but I doubt they changed any taxation laws since then
I've never heard of them reversing them! Have you???
Other than that VA is a great state...I spent20 years there
