From the Arizona DPS website: No one (except police officers) may carry a firearm (concealed or not) into any establishment that serves alcoholic drinks for consumption on the premises. This includes restaurants.
In Texas, we can carry concealed handguns (with a license) in restaurants unless it's posted that the business derives 51% or more of its income from the sale of alcoholic beverages for on-premise consumption. A similar occurence at a Luby's in Temple was one of the incidents prompting our legislature to pass the concealed handgun law.
