You want to pay the extra charges to paint something that will form surface rust? I guess they could paint with POR and then charge extra, but why? This is surface rust, and does not affect the operation of the vehicle. Crawl under a Jeep, look at the rust under the tub. (Jeeps were noted to rust through in the front tub area, that is why Jeep owners...me included...applied POR paint to the tub).
With the crap on the US roads most undercarriage paint would be blasted off in no time anyway. Take the vehicle down gravel or dirt roads and the undercarriage will be blasted off faster. Hell the painted frame under my vehicle has a billion stone chips, so the paint under there really helped.

Next you will be blasting the firepath on the cast iron rotors for rusting in a rain storm.
