The government is responsible for after the fact. There was total infrastructure destruction. Systems that took decades to build were wiped out.

Sorry, but you just don't seem to get it. It might be a case of out of sight, out of mind. But entire towns and cities were wiped away on the Gulf Coast that had endured hurricanes before. I am 150 miles from the coast and would have never expected to experience hurricane force winds this far inland, but we did. The 150 miles between here and the coast sustained tremendous damage.

There are many people who were just getting by that lost what they had and have no other means to get back on their feet. There are tons of small businesses that were just getting by that employed those people just getting by that can't open back up because all of their physical plant, machinery and inventory was wiped clean. Insurance simply does not make something at this level whole.
