Dupli-Color makes a paint adhesion promoter that is good for painting over chrome. It is like a clear primer that sticks to slick surfaces like chrome, plastic, etc. Next, prime and paint. You should be able to find at places like Western Auto, Advance Auto Parts, etc. Here is some more info: 1 and 2.

Dupont makes a promoter as well. It's a two part mix: 615 and 616. Apply then use a zinc phosphate type primer.

If the chrome is pitted you need to remove it before painting. You can sandblast or dip it in acid, e.g., muriatic or sulfuric. Most of us won't have this issue. However, if you do, you might not want to do this in your wife's kitchen.
