That just sucks!
You'd think that they would pack the roadbed down a little thicker if they're not going to pave it.
Even in VT, where they don't pave roads all that often, the road is much more packed.
Winter does a real job on the surface, but when they grade in the spring it is smoothed out and packed thicker.
