The (majority) of H2's consider themselves the most important figures. They consider the H3's to be inferior, hence their position. Then the H1 is located below both because the H2's like to imagine they don't exist, and they are the most inferior with their rugged military design and shop-bound tendencies. Finally, the H4 is merely a footnote, and it's placed at the bottom in hopes that when it drives circles around the H2's on the trail, they can at least say that they're at the bottom of the hierarchy and state that as the proof that the H4 is indeed inferior.
