You don't necessarily need to PC.
Take the wheel off, and spray it with Muric or other industrial strong acid. USE BREATHING PROTECTION. Allow the acid to etch the metal. Once dry, throughly clean the wheel, then spray them with a acid etch primer. Finally top coat them with paint of your choice. This process produces a VERY durable finish in any color you want that is easy to repair, and will not corrode like polished or chromed metal.
The wheels on my truck were done years ago using this process. I used Rustoleum satin black. When I spray armor all on the tires, I dust some on the wheels and wipe clean, that's it for maintenance!
