Yes.....downhill with a tailwind
In all reality the only way I think you could ever see 16-18 is driving 50-55 mph on very flat roads with no wind and even then it may not be possible. I would say at 75 mph you will be seeing 13ish as long as your not loaded or towing, might creep up to the 14 mark if your lucky. Wind resistance is everything with this truck, slower speeds are gonna net you the biggest difference in gas mileage.
