I would go with what Hucky said. I have had to deal with this issue before. In CA, there is a website which lists all licensed contractors and all claims brought against them. No contractor wants these "black marks". Also, if you do need to pay again to get the liens lifted, you can pay the subs directly and get releases from them. That way, your GC can't fukk you again.
