Here's what I would do first. Jack up one front wheel and see if it you can move it with force while other wheel is still on the ground. Then do the other side. This can indicate several issues, if bad: bad pitman or idler arms, bad bearings or steering and shock problems.
If you cant find anything there, then replace shocks.
