I hate to say this but unfortunately he's going to need luck. There is no way he'll get 39K out of an '06 regardless how nice it is.
I paid 28K for my '06 SUT and thought it was a decent deal. I just found an '07 SUT with 6K miles for 26000.
Market is too tough right now.
But good luck anyways.
