i was going to simply place a larger(fender washer) between the bracket and another one inside the rail then the nut. so basically it would be.... light/bracket/washer-bolt thru the center of crossbar(no hole needs to be drilled except thru the strip of rubberr-washer/lockwasher/nut. you wont need a longer bolt. then right next to it, drill a smaller hole so that the black plastic conduit holding the wires can go thru the rubber strip. the wires would then be ran inside the crossrail and inside the cab. just to see if it was going to work, i took off the end cap of the roof rail, peeled the rubber strip back and already mounted a light and its very sturdy. let me know what you think...
