Understand the difference between GM issued bulletins, and the types of bulletins, and preliminary investigation reports.
Actual issued GM bulletins have a nine digit number, sometimes with an alpha revision after the number. In addition, some of these so-called bulletins are not technical bulletins, but informational bulletins.
For example 050601026, here is the actual GM bulletin heading:
Subject: Information on Use of Bolt Extractor Tool Kit Part Number EN-47702 for Removing Broken Cylinder Head or Main Bearing Cap Bolts on Inline Truck Engines #05-06-01-026 - (09/12/2005)
Note, it is about how to use a new TOOL KIT, release for dealers. It is not particular to H3's and is for any engine using aluminum heads.
Bulletin 050089060 is a composite bulletin issued by GM for ALL vehicle lines. It is nothing more than a list of the bulletins available for ALL GM vehicles, including Saturn/Saab. H3s may not even be listed in this bulletin. This type of bulletin list is issued weekly.
Bulletin 000604033 is a bulletin that describes I/M testing requirements for states and also includes all GM vehicles.
The four digit bulletins such as 3724 are preliminary investigation on front hub/bearings that have been returned to the warranty parts center, and have been found NOT TO BE THE PROBLEM. The problem was the speed sensor, therefore, it is notifying the dealer and the technician to replace the correct part.
Hell, bulletin 990940005B tells you belt extenders are available for large people who require a seat belt extender.
Some of the four digit so-called bulletins, contain diagnosis tips on subject TAC has noted, and are there to help the technician fix it right the first time. Some of the four digit so-called bulletins are requests from GM to the dealer, that if they find a problem mentioned in the PI, to call and an engineer will be dispatched, or the part must be replaced as one assembly and returned untouched.
So far, there have been only 18 technical bulletins issued by GM for the H3. One of these bulletins should not have been issued, 02-06-04-015A, which explains how to properly connect side terminal battery cables (H3 has only top terminal), and I made note of this when the bulletin was routed, but they did not listen to me.
So, this long list can be very misleading. In addition, just because a bulletin is issued, it does NOT mean the problem will be in your vehicle. Of the 18 tech bulletins GM has issued on the H3, I have had only one problem.
GM also issues hundreds of warranty informational and procedures, along with straight informational and exchange program bulletins ranging from how to submit a warranty claim, to how to obtain an XM module or radio through a third party supplier.
