No; you would need to have them blasted or stripped somehow.

2.
It is pretty tough, but it can and will chip if it gets hit by rocks and such. Very resistant to scratching, not so much to impact.

3.
Not if you have a tire guy with half a brain. As long as they are using lube and nylon guards on the tire bars they will be fine.
