Well, let's break this up:

"what exactly does the programmer do?"

Simply, it changes the settings in the vehicle's computer. Exactly what it changes varies by the tuner, the vehicle, and what type of tune it is. They will modify the timing advance settings, fuel trim, shift points, shift pressure, RPM and speed limiters, and can correct the odometer/speedometer for non-stock tire sizes.

Most people get them due to having changed tire size, and to get more out of other mods, like CAI, exhaust, etc. Many of the tuners claim big numbers for HP gains, but real world results are they just aren't going to be like adding a turbo or anything. I would say the best of them give modest gains.

"Where do you get one"

Almost anywhere! Performance shops, ebay, craigslist, etc.

"how does it work"

They plug into the vehicle in a data port that is usually under the dash. It walks you through steps on a screen, and uploads the tune into the vehicles computer. You could think of it as a software upgrade.

"benefits,,etc..."

Well, usually improved throttle response and a slight increase in power. Some may give slightly better MPG. In fact, some companies are now offering MPG specific tunes. Can't say how well they do.

From personal experience so far with the H2, I would recomend the Diablo Predator. It lets you choose either a 92 or 87 octane tune, or you can modify the stock tune. You can also get custom tunes from them via email if you have specific mods you are working with. It will hold several tunes in the unit. It also has the capability to log parameters and do quite a bit of fine tuning/tweeking yourself. I have not messed with that yet.
