You just need to turn the ****ing radio up or get a louder exhaust then.
That isn't going to do **** then for what you want. First the PCM wont run the fans after you shut off the motor. If you had a seperate fan controller, you can do this- but your not going to be cooling the engine down any faster.
You will need an electric water pump to circulate the system while the motor is off. I've never looked into seeing if there is some type of passive electric water pump that would free spin when its not powered allowing the mechanical pump to circulate the system. But thats not going to work either, if the trucks off that water pump is going to be locked up by the belt. You would have to go fully electric water pump only.
