You are correct. It has been that way since they started putting wipers in vehicles so, yes, I would expect that to happen and not have a problem with it. I know from years of driving experience that it will happen so as I said before, unless I am getting back in the vehicle within a couple of minute I shut them off. Not really sure where the issue is, but to each their own.
