tyt, I can only speak for Army Hummers. The one's issued with heavy duty suspension did come with a winch. Don't know about a snorkel. USMC has a high riser on the exaust but I think they rely on the stock air box as well. Im sure for some applications the have been fitted with the snorkel but they dod't "come" with them.
