Yes, that is one way to look at it. However, if he is already able to shoot you that low, then it is too late! I have found the best way to detect being hit early is to mount it high on the windshiled so you can pick him up first - before it's too late. IE..as you are coming over a hill or he overshoots the car in front of you etc.
