This is nothing new... police officers have always had the "ability" to write tickets based on visual rather than radar or the such.
I guess this ruling now solidifies any further justification that an officer doesn't need equipment.
Reminds me of the urban legend that a cop gave a ticket to a guy for speeding.
When asked to see the radar, the cop said he was a trained professional and didn't need radar.
The defendant went to court and asked the same question in front of the judge.
When he received the same reply, the defendant took a pen from his pocket and threw it across the room.
He then looked at the officer and asked him "how fast was that pen travelling"
Case dismissed.
