I would look at either reverse engineering the entire controls from factory. Door controls to dash (Wires, fuses and relays) > dash to seats (wiring).
Or contact a seller of aftermarket heating elements and buy the controls. Like this one

And just use the aftermarket controls and mount the panel/controls where you want.
