The springs are either seized, or the eccentric that actuates the parking brakes are shot. Aubs suggested a good first step. If lubing them does not work its either time for new calipers, or too rebuild the ones you have. Personally, I would replace them with remans, it will set you back about 400.00, but that will be the best long term solution. The cables themselves tend to freeze up, mostly due to lack of use, I would just be done with it and replace them as well.
