I got news for you---you don't need a law to have recourse against the dealer. The dealer can not pass title to a stolen vehicle because the dealer himself does not have title to pass, only the original owner from whom the vehicle was stolen has rightful title. So the dealer breached their warranty of title in the transaction. The dealer has recourse against whoever they "bought" it from.
