Side Airbag "constraint"

I'm hearing all kinds of things from different dealers. One told me July 14th the side airbag (curtain) would be available and that I could order a vehicle now and it would have them. Other dealers have told me the side airbags are still on "constraint". Why the different information?

Dealer told me yesterday that the airbags were back in the system and coould be ordered.

Is the system nation wide for all dealers? Meaning any dealer now can order H3's with the side airbags?

Why are dealership sales not up and current on this? Meaning - they say - either they don't know if they can order the side airbags or that the side airbags are still on constraint. Seems to me that this would be an important memo that would be spread around fairly quickly.
