Brakes and Air Filter cost within the first year of free maintenance

Hi,

The Dealer changed last week my brakes and Air filter within my free first year maintenance.

He charged me for US$700,

I need to know if the they are included in the free maintenance contract within the first year or no, and also if the real cost is 700$.
