broken speedometer and air vents

hopefully someone can please help w these issues. my speedometer is broken and the needle sits at 60 or above if it does move it will only jump up to 10 or20 mph. the needle never goes back down to 0. also my driver side vents shot out hot air when i have the air conditioning on and cold air when the heat is on. all of the other vents work correctly.
