Looking at the SaferCar.gov site, I saw the H3 has finally gotten crashed--at least in the side. I know the government tests aren't as stringent as the IIHS, but the results look good! Take a look:

I wonder if rocker rails would improve the ratings?

The insurance industry likes the 1/2 vehicle width frontal crash.
Not sure if rockers would help, my guess would be no.
I am sure that some aftermarket brush guards are known to interfere with the front SIR discriminating sensors. GM accessories have to pass crash tests before they can sell them; whereas, aftermarket companies are not required.
The front sensors are not used to determine if the bags deploy, they are used to determine the severity of a frontal collision. The SDM uses this information as to whether not to deploy the air bags in stage 1 or stage 2.

I never knew the air bags had different levels of deployment. You're an encycolpedia on the H3, thanks Fstop

Not only are they two-stage, but the stage of deployment is also determined by the positions of the front seat. There are seat position sensors so that if you have someone hugging the wheel, it can determine deployment upon the seat position.
The bags are deployed depending on deceleration. So if you hit a deer, chances are the bags will not deploy. Hit another H3 head-on, and they will deploy.
The outside sensors help the SDM determine how severe the crash is, and if extremely severe, they blow all the way at full speed. This COULD cause facial burns from the friction, and possible broken noses; however, this is mild compared to what would happen to your face if there was no air bag.
Just remember, the air bag system is called a Supplmental inflatable restraint, the seat and shoulder belts are the primary restraint system.

Careful, we don't want to start that up again.
