Keep in mind that art like that is often funded by your tax dollars- given to folks that would rather "create" to piss people off and make a bold statement, than as an outright display of developed talent.

Too much public art is done to evoke outrage which in and of itself is easy low hanging fruit to accomplish. I sincerely wish funding were based on talent and artist development, instead of merely working to create the next public outcry.
