Gas tanks both run empty on 1/4 tank

Gas tanks both run empty on 1/4 tank

I ran both tanks empty on 1/4 tank on the gauge. Then when I fill it up I get 12 gallons to the reserve tank and about 20 gallons on the main tank. Any suggestions on what it could be, where to begin, or where to go besides a dealer.
